Promoting democracy through public diplomacy?

Can you promote democracy and liberal ideas in an apolitical fashion? Is it necessary to create a demand for democratic values and institutions rather than focusing on the supply-side of the equation?

The Open Society Institute’s Evgeny Morozov argues that the U.S has failed to take advantage of new media in its public diplomacy. He suggests that “over-reliance on the supply side is what has often plagued Washington’s thinking about democracy promotion”.
