Reading North Korea’s tea leaves

The forthcoming congress of North Korea’s ruling Workers’ Party is expected to endorse Kim Jong-Il’s attempt to have his son succeed him.

“There are two ways that the outside world could encourage this development in the hopes of expanding the economic space in the reclusive country and, in turn, creating a population that is less dependent on the regime,” writes John Knaus, senior program officer for Asia at the National Endowment for Democracy
